DHARITREE, Computerization of Land Record :

Warranties / Contractual Obligations:

NIC and the User Organization being government bodies do not have a financial or a contract agreement as such. The development, implementation and maintenance of DHARITREE fall within the purview of Govt. of India sponsored Land Records Computerization (LRC) project. According to which the DHARITREE software shall be maintained by NIC for all subsequent requirements of enhancement and up gradations in technology.

The User group shall be provided all necessary operational and technical trainings on the software, which shall be implemented in all the districts and circles of Assam . NIC is bound to provide technical support and such trainings, as newer versions are released for implementation.  

INTRODUCTION

The Land Records Computerization Software System of the Government of Assam has been christened as DHARITREE. The DHARITREE is a completely web-enabled System of the Revenue Department of Govt. of Assam , which is analyzed, designed & developed by NIC, Assam State Centre for its implementation at the District level, Sub-Divisional level and the Circle level offices of Revenue Department of Assam.  

Overview :  

In Assam the Land Records System is maintained in two locations, namely the Circle Office (Chakra-bisoyaar Karjalay ) and Registered Kanangu (RKG) and Revenue Sirostadar (RS) Branch of the DC/SDO office ( Upayuktar Karjalay/ Mahkumadhipatir Karjalay ) . And also the Land Records are maintained mainly in two registers, viz. Chitha ( Plot-wise Details ) and Jamabandi ( Patta-wise ownership, Revenue, Mutation Order etc. details ). Although there are other registers like, Allotment Details Register and EPR (Encroachment Penalty Register), it appears that these are not properly maintained and also it is found that if the Chitha Register is maintained properly and completely then all the other registers like Jamabandi, Allotment Details Register , and EPR can be derived from the Chitha register’s data.  

Objective of DHARITREE  

i)                    Maintain the Land Records data in the Chitha , and Jamabandi registers correctly, timely, and up-to-date.

ii)                   Issuing the land owners/citizens all the essential certificates/reports, viz. Record-of-Right (RoR), Land Holding Certificate etc., with quality and promptness.

iii)                 Providing the Judiciary all the necessary documents, viz. RoR, Order proceeding etc. for quick disbursal of land dispute cases.

iv)               Providing the Land and Revenue Administration all the necessary MIS reports for faster monitoring, planning, and decision making.

v)                 Making the Land Mutation Processes faster, correct, automatic, and up-to-date through online mutations.

vi)               Making land related data available all the time through the web-enabled DHARITREE over a computer network.

vii)              Supporting agriculture census by providing up-to-date crop/horticulture cultivation information.

 

Functions of DHARITREE  

The DHARITREE software broadly facilitates the users in performing the following activities: 

i)                Data Entry/Edit of Chitha( Plot-wise details) and Jamabandi Remarks( Mutation Orders).

ii)               Viewing and Printing Chitha, Jamabandi, Encroachment Penalty, and Tauji Bahira Registers in its prescribed formats.

iii)             Generating and Printing various MIS reports.

iv)           Generating and Printing various citizen-centric reports , and certificates.

v)             Functions for automating all the workflow processes for different type’s mutations by different authorized users.

vi)           Automatic correction of Chitha and Jamabandi through Online Mutations.

vii)          Performing maintenance (house-keeping works) on data.

 viii)  Initialization and configuration of the software.

 

            The present version 1.1 of DHARITRE will not facilitate the following    functions:  

i) Generating Revenue Demand Report (Doul). However it will generate some supportive reports to facilitate its manual preparation.

     ii) Online mutations for

      -  Land Allotment Cases

     -  Land Settlement Cases

     -  Land Acquisition Cases

                These functions will be incorporated in the subsequent versions of DHARITREE.

Field Mutation :  

1. LM   : i) Write Report on Field Mutation/Partition.

2. SK    :  Write notes on Field Mutation / Partition(On LM’s Report).

3. CO  :   Pending Applications for Field Mutation/Partition

               ( CO either writes order for mutation or writes note for rejection after

                  Going through the LM and SK’s report) .  

Field Partition :  

1. LM   : i) Write Report on Field Mutation/Partition.

              ii) Writes Co-pattadar consent for field Partion .

2. SK    :  Write notes on Field Mutation / Partition(On LM’s Report).

3. CO  :   Pending Applications for Field Mutation/Partition

               ( CO either writes order for partition or writes note for rejection after

Office Mutation :  

1. AST :  Registers Land Mutation / Partition / Conversion Petition

2. CO   :  Writes proceedings for fresh petitions(mutation)

3. LM   :  Writes Report on Mutation/Partition /Conversion               

4. SK   :  Writes notes on LM’s Report for OFFICE Mutation, Partition & Conversion

5. AST :  i)  Notice Generation for Petitioners and concerned parties

               ii)  Note of Action Taken on Proceeding Order  

6. CO   : Write proceedings on the hearing date

   Note : Here CO may ask for resubmission of LM’s report if he/she is not

              satisfied with the report and gives a new hearing date.

7. AST :  Note of Action Taken on Proceeding Order( if LM resubmits his report)  

8. CO :  Write proceedings for final order( on the date of hearing)  

9. CO:  Corrects the Chitha by clicking on the ‘Update Chitha for Office Mutation’   button.

             ii) Confirmation of payment by parties(Partition Case). If the payment received  then confirms by click on  ‘kharas poa hal’ button.

Status at Goalpara :  

Data Entry of chithas for all circles in Goalpara district have already been completed as well as 100% verification of Chitha & Jamabandi have also been completed. Hardware & Software of DHARITREE  have been installed at all Circle Offices and asked them to operational it fully at their end.
